Utility interconnection requirements for residential solar

Getting a building permit and connecting to the grid are two different approvals. The utility interconnection process runs in parallel with permitting and has its own rules about equipment, metering, and how much power you can export. Missing a utility requirement stalls energization even after the AHJ has signed off.

The interconnection application

Before a system can export power, the utility reviews an interconnection application — typically a one-line diagram, equipment cut sheets, system size, and the inverter's certifications. Small residential systems usually qualify for a fast-track or simplified process, while larger systems trigger more engineering review.

The application is separate from your building permit package, though they share the same one-line and datasheets, so build them together.

Listed and certified equipment

Utilities require inverters that are listed to UL 1741 (and often the SA or SB supplement for grid-support functions). This certification proves the inverter will disconnect during a grid outage (anti-islanding) and can support voltage and frequency ride-through where required. Using an uncertified inverter is a hard stop — no utility will approve it.

Export limits and non-export systems

Not every system is allowed to send its full output to the grid. Utilities set export limits to protect the local distribution circuit:

Timing and permission to operate

The usual sequence is: apply for interconnection, get the permit, install, pass inspection, submit the signed inspection to the utility, and receive permission to operate (PTO). Only after PTO can the system legally export power. Applying for interconnection early keeps this from becoming the bottleneck.
