Why expedited permitting exists

Reviewing each one from scratch clogs the queue, so many jurisdictions have adopted streamlined pathways that fast-track systems meeting defined eligibility criteria — a size cap, standard equipment, and a simple roof. The goal is faster approval without lowering code standards.

The California solar permitting guidebook

California's statewide solar permitting guidebook established a standardized, expedited process for eligible small residential systems. It provides a common checklist and a structured plan set so participating AHJs can review qualifying systems quickly. State law also requires jurisdictions to offer streamlined permitting for eligible systems, which is why expedited review is widespread in California.

Eligibility generally hinges on system size, standard listed equipment, and a straightforward installation. Systems outside those bounds still go through standard review.

If anything, automated checks are less forgiving than a human, because they simply reject non-compliant inputs.
