Los Angeles County solar permit requirements

A practical starting point for filing a residential solar + battery storage permit in Los Angeles County — the enforced code, fire-access setbacks, wiring method, structural design criteria and the documents a plan reviewer expects.

Enforced code & who reviews it

Permits in Los Angeles County are issued by the local authority having jurisdiction (AHJ) — typically a city or county building department. The design is reviewed against the adopted NEC 2023 plus any local amendments, and separately against the serving utility's interconnection rules. A PE stamp may be required above certain sizes or for battery/ESS scope — confirm with the AHJ.

Fire access & rapid shutdown

IFC/IRC fire-access pathways apply (typically a 3 ft ridge setback on dwellings). Roof PV must also provide a listed rapid-shutdown system per NEC 690.12 (2017 NEC and later): controlled conductors reduced to ≤ 80 V within 30 seconds of initiation, with the initiator labeled at the service. Wiring method

NM cable is generally permitted for dwelling wiring; confirm the wiring method locally. Conductor ampacity, OCPD and grounding are sized per NEC Chapter 3 / Article 690 — use our 310.16 ampacity table, 240.6 breaker sizes and 250.122 EGC references.

Local amendments & utility notes

• Structural plans and calcs signed by a licensed architect or civil engineer are required for a PV system UNLESS ALL of: existing roofing is wood shingle, asphalt shingle or rolled/torch-down with two layers maximum; system weighs no more than 4 psf; maximum concentrated load onto the roof structure is 40 lbs; and no part of the panels sits more than 18 in. above the roof immediately below.
• Alterations increasing the building's lateral force by more than 10 percent cumulative since original construction are not permitted unless the entire lateral-force-resisting system is shown to conform to ASCE 7 for a new structure (E503.4).
• Existing gravity load-carrying members whose design gravity load increases by more than 5 percent must be strengthened, replaced or altered (E503.3).
• The dead load of the PV system must be indicated on the construction documents (1603.1.8.1).
• Roof plan must state fire classification, roofing material, number of layers, slopes and parapet height; access and pathways per Section 3111.3.4 or R329.6.
• Prescriptive-path compliance: modules pitched steeper than 2:12 (10 degrees) must face an azimuth between 90 and 300 degrees clockwise from true north (150.1(c)14).
• Ballasted / unanchored systems require a seismic design per SEAOC PV1-2017 and a wind design per SEAOC PV2-2017.
• Do not cover rooftop mechanical or plumbing vents with panels — called out as a required plan note.

Typical residential solar permit submittal

Most Los Angeles County jurisdictions expect a plan set containing:

• Site / roof plan — scaled, with module layout, fire-access pathways and setbacks, and equipment locations
• One-line (single-line) diagram — PV, rapid shutdown, disconnects, inverter, ESS/battery, main panel, meter and grounding, with conductor and OCPD sizes
• Service load calculation — NEC 220.82 optional method, confirming the service can carry the load and the interconnection
• Equipment specification sheets — modules, inverter, battery/ESS and rapid-shutdown, showing UL listings (UL 1741, UL 9540, UL 1973)
• Structural attachment details — racking, attachment spacing and the wind/snow basis
• NEC placards & labels schedule — rapid-shutdown, PV disconnect, ESS and interconnection labels per 690.13/690.56/705.12/706
• Utility interconnection application — submitted to the serving utility in parallel with the AHJ permit
